Never stops for most of us.Right when you buy that new mobo/cpu/ram combo theres another being anounced and will be out in a month.
Its never ending ,you could buy new stuff monthly ,and then maybe only then you might keep up with the "Latest and Greatest".
Video cards usually arent so bad 4-6 months cycle and a few different vendors.
But Ram is getting to be a 6-9 month cycle (ddr200/266/333)
Cpu's a 2 month cycle at best before you are slow again atleast with AMD products.
Motherboards are changing like every 2 months at best every month ,lots of competition ,lotsa chipsets for AMD, any how ,lotsa good deals ect.
The one thing I would say that changes is the Monitor only about every year or so ,so your ok for a year atleast on those.
The reality of it ,for most apps and gaming you will almost max out with a 1000mhz cpu and a gf3 to keep upgrading and changing mobos and cpus is almost pointless except for the "Need for Speed" and Testosterone and Benchmarks
