Complete computer transfers rarely really go over well with Windows. You can keep trying to boot it up but I really doubt you'll have any luck. The only option I see left if there is no problem with the hardware is a complete reinstallation of the OS. The truth hurts sometimes :(
Quake 3 is pretty much the only game I play. It has never done this before, even when the game crashes out to the desktop. The screen certainly gets a lot brighter, but the icons remain intact
