What's a smart compiler?

I am informed it's very bad mojo for internet users, coming from Europe.

Can anyone inform my ignorance on this?

If you look at Google you will find that phrase used in tons of places. Here is a blurb from one site:

Finally, by modifying the SPECint92 benchmark eqntott and writing some simple matrix manipulation examples, I've demonstrated that these particular constructs, even if imperfect, can change how a programmer goes about optimizing a program, as well as serve as an aid to a programmer performing more traditional forms of profile-driven hand-optimization.

As you can see the phrase has to do with programming. A compiler is what is used to "compile" source code.

I knew what a compiler was in programming terms but I assumed there was something else the phrase "Smart compiler" was referring to.

How would a compiler be a bad mojo for internet users?
