not only is the FBI getting threats
Even as Bush administration officials took the F.B.I. to task for a warning issued on Wednesday about possible attacks on hospitals, the F.B.I. today issued a vague and alarming alert to state and local law enforcement agencies. The alert warned that this week's message, apparently from Mr. bin Laden, plus intelligence reports and recent overseas strikes by Al Qaeda, had raised the threat of attacks.

Even Europe is getting nervous
The statements -- by officials in Britain, Germany and France, as well as by the head of Interpol, the international law enforcement agency -- represent a breadth of concern that the continent has not experienced since immediately after the attacks in New York and at the Pentagon on Sept. 11, 2001, that killed more than 3,000 people and galvanized international efforts to combat terrorism.
