Is silicon electrically conductive? (pic inside)

Is silicon electrically conductive?
I just got my hands on a Creative 3DBlaster GeForce 256 32MB. It's bought from Dell, was sitting in a Dell machine. There is nothing written on it that it's a Creative card, nor is there a model number on it but it's clearly visible that it's a Creative GeForce card.

BUT there are two capacitors on the card, both grey ones and both have the same ratings. The original Creative card does not have these capacitors (view attachment). The top right capacitor (the blue circle marks where the capacitors on my card are located) is sitting a little loosely and these two capacitors are not soldered onto the back of the card. Is it possibble to use silicon (normal household silicon) and make the capacitor sit better onto the card?

It's safe to use in women's breasts, I'd imagine it'd be fine to use on circuit boards :lol:
