Proper way to inform a traffic jam

I wonder if that is photoshopped or if someone really put that onto the screen... :retard:
 
If it was in California, the sign might not be there but you'd see smashed cars all over the freeways because of it.
 
It took quite a bit of looking to find the original image. :)

that took me an hour and the topless sign was premade before i started by somebody else. lol.
